I read that Welles' speech was not in the script and that it was an ad lib. It's one of my favorites.

For what it's worth:

The Swiss had to win a war of independence before they could begin to enjoy those 500 years of democracy and peace. Then they rented out the soldiers who won that war to the guys who were fighting over Italy. You could say the Swiss profited from war twice.
