Bingo! Europe is divided pretty much into haves and have nots with some shadings of grey in between. But they don't behave as a nation would, transferring wealth to secure equitable opportunities for all their citizens (I know this is more of a goal than a reality). Instead their economy runs as a kind of money recycling system where loans to lesser brothers are recycled into factory orders for the richer nations. As if pumping more money into Greece that is only used to fund paychecks to buy Braun coffee makers and BMW autos really did Greece any good at all. Money for investment in productive capacity by which such nations can earn "foreign exchange"?.... forget it!
