I've always found the name of that institution so ironic. Woodrow Wilson was terrible at foreign policy. Every one he dealt with thought him an unpragmatic sanctimonious blowhard. Personally I've thought argumentum ab auctoritate to be the most pernicious of the logical fallacies. Experts are wrong all the time. And this one is. Air power cannot "win" (whatever that means in the context of the Middle East) and is therefore useless. But that is not true. When dealing with an organization such as ISIS there is no carrot you can offer them. The stick on the other hand can be used to steer them away from their goals.
