Russian forces have been called terrorists, and for good reason. A favored terrorist ploy is to bomb a civilian-populated location, then wait a bit for first responders to arrive. Then, once the rescuers come on site, the terrorists hit it again, killing them as well. This despicable, barbaric behavior has now been added to Russian forces' "special operations" in Ukraine.
Reports The NY Times: "Hundreds of people who were gathered near an evacuation point at Ship Square, in the heart of the city [of Kherson], scrambled for cover when explosions rang out, witnesses said, describing multiple strikes in and around the square." As to the above point: "A New York Times photographer was on a boat in the flooded Korabel neighborhood of the city when he saw at least two waves of shelling hit nearby, around 10 minutes apart."

Who blew up the Dnipro dam which caused the flooding and subsequent evacuation? Ukraine's security service has published an intercepted call between two Russian soldiers "admit[ting] they were behind the devastating attack," reports Politico-Europe.
"It was our sabotage group," says one of the soldiers, a Russian officer.
This contemptible act was barbarity defined, then doubled down on. Vladimir Putin has sent no army to Ukraine. He has instead deployed thousands of terrorists, all of whom must be tried for war crimes.
